A. 胜任指派

Ensure competent referees are available to be assigned to games sanctioned by, and in conformance to agreements with, established youth, scholastic, intercollegiate and senior soccer programs.

Provide members with information, instruction and mentoring to improve their competence in soccer officiating, and with the guidance for upgrading.

制服

Gold, blue or green shirt (long or short sleeve). One badge with USSF label and current year, securely fastened over the left chest. Black shorts. Black socks with 2 stripes at midpoint of the sock. Black shoes and black laces.

All uniforms should be neat, proper, and professional. Socks pulled up, shirt tail tucked in. Shoes clean and without holes. Hair combed; clean-shaven or a kept beard/mustache. No earrings or facial piercing(s). A clean appearance assists the referee in establishing authority.

3 officials present: collect 1 center fee and 2 AR fees. 2 officials present: collect 1 center fee plus 1 AR fee only. 1 official present: collect 1 center fee plus 1 AR fee. Any game for which there is only 1 referee assigned receives the referee fee only (e.g. YDA or recreational matches).

Officials work together as a team. AR duties: indicate out of bounds and restart possession; offside; fouls or misconduct the Referee could not see; record game information as instructed. One official writes, then the others watch the field. Both ARs back up the Referee on time.

三人协同执法。AR 职责：示意出界与恢复比赛的球权；越位；主裁因站位或注意力未能看到的犯规或不正当行为；按主裁要求记录。一人书写时，其余人盯场。两名 AR 均协助主裁对时。

Also cover positions at kick-off, goal kick, corner kick, penalty kick, and free kicks near goal; the referee’s diagonal; set plays and goals; offside; fouls in the AR’s vicinity and out of the referee’s vision, including in the penalty area.

另须交代：开球、球门球、角球、点球及球门附近任意球时的站位；主裁斜线跑位；定位球与进球配合；越位；AR 附近及主裁视线外的犯规（含罚球区内）。

俱乐部司线员 Club Linesman

If fewer than 3 officials are present, the referee must designate a club linesman. If 2 are needed, each team provides one. If only 1 is needed, the home team provides. Function: call the ball in and out of bounds only. They are not to call offside or fouls. If only 2 referees are present, 1 is the center referee and the other is an AR, with the third a club linesman.

不足三人时，主裁必须指定俱乐部司线员。需两人时各队出一人；只需一人时由主队提供。职责仅限示意球出界，不得判越位或犯规。仅两名裁判到场时：一人主裁、一人 AR，第三人由俱乐部司线员担任。

球衣颜色与号码

Check uniforms for no number duplication. Home team wears “light” colored jerseys; visiting team wears “dark.” The team in the incorrect color must change. All players, including goalkeepers, must have a number. Tape on jerseys WILL BE ALLOWED FOR LEAGUE PLAY ONLY. Jersey numbers should coincide with the approved roster and player pass.

Generally accepted “light” colors: white, yellow/gold, orange, neon, and similar. If a team’s “light” is red or light blue, they MUST have another numbered backup that is a generally accepted light color, plus white (or similar light) socks if those are not their usual light socks. Example: RED as “light” can also be another team’s “dark.”

公认浅色：白、黄/金、橙、荧光等。若“浅色”为红或浅蓝，必须另备公认浅色且有号码的备用衣；若常规浅色袜不是白（或同类浅色），也须备白袜。例：红色既可作浅色，也可被对方视为深色。

If the referee crew conflicts in color with either team, the referee crew changes color.

装备安全

Ensure the goalkeeper top does not conflict with either team. Examine each player’s cleats. Make certain no player is wearing dangerous jewelry. All players must wear shin guards; no player may play without shin guards.

U12 and under use a size 4 ball. U14 and older use a size 5 ball. The home team shall supply at least 1 ball, and up to 3 balls. The referee may choose any acceptable balls and is not required to accept the home team’s balls.

U12 及以下 4 号球；U14 及以上 5 号球。主队至少提供 1 个、最多 3 个比赛用球。主裁可选用任何合格用球，不必接受主队提供的球。

Rainbow Adult

FIFA Laws of the Game except: 2 × 40-minute halves; NO slide tackling (players may slide to play the ball if no other player is near); extra protection of goalkeepers; a cautioned player must be substituted (opposing team may also sub). Try to get a roster. Submit YC/RC reports with name and team (Arbiter).

适用国际足联竞赛规则，但：上下半场各 40 分钟；禁止铲球（附近无其他队员时允许滑铲触球）；加强对守门员的保护；被警告者必须被换下（对方也可同时换人）。尽量拿到名单。出示红黄牌须记录姓名与球队并写入 Arbiter。

NCYSA · 顶球

FIFA Laws except: U12 and under — no heading allowed.

适用国际足联规则，但 U12 及以下禁止头顶球。

NCYSA · 换人（Classic / Academy / YDA）

Unlimited substitutions unless a superseding competition says otherwise. With the referee’s approval: prior to a throw-in by the team in possession (if they sub, opponents may also sub); prior to a goal kick, by either team; after an injury, by either team; at half-time; before a kick-off. After a yellow card, a substitution may be made for the cautioned player. A substitute may not enter until the referee signals and the player being replaced has left the field.

换人次数不限（上级竞赛另有规定除外）。须经主裁同意：界外球仅由拥有球权一方先换，若其换人则对方也可换；球门球双方均可；受伤双方均可；中场休息；开球前。黄牌后可替换被警告球员。替补须待主裁示意且被换下者离场后方可进场。

YDA (U10) 特别规定

25-minute halves, 5-minute halftime. NO punting. Build-out line: defending players must remain behind the build-out line until the ball has been played by the goalkeeper on a goal kick (often marked by a cone on the sideline). Call offside when you see it. All other rules the same.

CSL Recreation

4 × 12-minute quarters; 2 minutes between quarters; 5-minute halftime. Size 4. 7v7 including GK. Shin guards required; hard casts not allowed; jewelry not permitted; hats only for GK unless medical/religious. Subs enter at halfway when recognized; allowed on all dead balls. Goal kicks from the edge of the 18; all opponents at midfield until the ball is in play. Minimum half a game playing time; no player may play GK more than one half. Coach not on the field after kick-off unless invited. Parents sit across from the teams. No slide tackling. Offside if clearly offside. All free kicks direct except punts over midfield, deliberate heading, and offside. Opponents 8 yards. Direct kick inside the box = PK. GK punts that clear midfield in the air → IFK to opponents. Two throw-in attempts; thereafter loss of possession. No heading.

执教与替补席

Coaching is limited to tactical instructions to one’s own team — not a license to shout at anyone. Where possible, teams and spectators on opposite sides; spectators between the two penalty areas along the touchline. Coaching staff remain in the immediate bench area. No one behind the goal-lines. Home team chooses which side. If both teams must be on the same side, each area is between the halfway line and the nearest penalty area.

During regular season play, matches that end in a draw shall remain drawn.

规则适用

Matches are conducted under FIFA/U.S. Soccer Laws of the Game and the National 1 Handbook, which takes precedence when they differ.

适用国际足联 / 美国足协竞赛规则；与 N1 手册冲突时，以 N1 手册为准。

球衣与号码

Home team wears light kit; away team wears dark kit. The referee defines light vs. dark; the team causing a color conflict must change kits. All players must have numbered shirts matching the game day roster. Emergency jerseys may be used temporarily; note temporary jerseys on the game card. Goalkeeper shirt must be distinguishable from all players and referees.

主队浅色、客队深色；主裁界定浅色/深色，撞色方须换衣。所有球员球衣号码须与赛日名单一致。可临时使用备用球衣，须在比赛卡上注明。守门员球衣须与场上球员及裁判区分。

检录与数字赛日

National 1 uses a digital match-day experience (GotSport / N1 App). Referees or an agreed designee must confirm eligibility of all participants before kickoff. Digital passcards when available; teams should also have printed laminated cards or roster backup. Players and coaches without a passcard are not permitted unless approved by the Commissioner. Home team should print a game card; away team encouraged to print backup.

N1 采用数字化赛日流程（GotSport / N1 App）。开球前主裁或指定人员须确认所有参赛者资格。优先使用电子球员证；球队亦应备纸质 laminated 卡或名单备份。无球员证者不得参赛（除非专员批准）。主队应打印比赛卡，客队建议备份。

Maximum eighteen (18) players on a game day roster. Failure to appear: team must be present with at least 7 players within 10 minutes of scheduled kickoff.

赛日名单最多 18 人。未到场：开球时间后 10 分钟内须至少 7 人到场准备比赛。

红牌（教练/官员）

Coach or team official dismissed must leave the field and surrounding area (out of sight and hearing) for the remainder of the match. No communication with the team during the match, including cell phones or texting. Ineligible for remainder of day and next match; may not be present at the field or surrounding area for that team.

教练或官员被罚令出场须离开场地及周围区域（不得看见、听见比赛），比赛剩余时间不得与球队沟通（含手机、短信）。当日剩余时间及下一场比赛停赛，且不得出现在该队场地及周围区域。

观众与技术区

Coaches, players, and spectators remain eighteen (18) yards from goal lines. Where possible, coaches/players on opposite side from spectators. No coaching within 18 yards of goal lines or behind goal lines. Coaches and spectators at least two (2) yards from the touchline.

教练、球员、观众须距球门线 18 码以外。尽可能球队与观众分列两侧。球门线 18 码内及球门线后方禁止执教。教练与观众须距边线至少 2 码。

执法与报告

Three-person FIFA/U.S. Soccer system preferred; club ARs limited to touchline and possession decisions only. Referee authority from arrival until departure or 30 minutes post-match. Operator establishes score reporting; follow assignor instructions for Arbiter and Playmetrics (step 1A).

脑震荡

If no certified athletic trainer is available, a player suspected of head injury by the referee may not return to the match. Removed players need clearance from an appropriate medical professional before return to play.

无认证运动防护师时，主裁怀疑头部受伤的球员不得重返比赛。离场者须经合格医务人员许可方可复出。

18 岁以下裁判（绿章）

NCYSA and NCSRA identify minor (under 18) referees with a green badge. Abuse directed at a minor wearing the green badge is subject to even harsher sanctions. REPORT IT.

未成年裁判佩戴绿色胸章。对佩戴绿章的未成年裁判实施辱骂，处罚更重。必须报告。

罚令出场后的处置（NCYSA）

Write last name, number and team on the match report, then return the player’s pass to the coach. The player removes the jersey (with obvious discretion), remains on the team bench, and is the coach/team’s responsibility. If conduct warrants, the referee may have the player removed from the vicinity of the field and technical area, then with a Risk Managed team official, or parent. Paramount duty: control the game and ensure player safety. If keeping the sent-off player on the bench is unsafe (violent conduct, fighting, racial slurs), the player must leave; failure to do so — the referee may abandon the match.

抗议

If a team notifies the referee of intent to protest: request the protesting coach to file in writing with the state office within 24 hours; write the referee’s version of the protested incident.

若球队告知将抗议：要求抗议方教练在赛后 24 小时内书面向州办公室提交；主裁须写下所抗议事件的自身版本。

可见线索

Loss of consciousness or responsiveness; lying motionless; slow to get up; unsteady / balance problems; incoordination; grabbing the head; dazed / vacant look; confused; not aware of plays or events.

意识丧失或无反应；躺地不动；起身缓慢；站立不稳/平衡问题；动作不协调；抱头；茫然呆滞；困惑；对场上情况无察觉。

症状

Headache, seizure, dizziness, balance problems, confusion, nausea/vomiting, feeling slowed down, drowsiness, pressure in head, more emotional, blurred vision, irritability, sensitivity to light, sadness, amnesia, fatigue, “in a fog,” nervous/anxious, neck pain, “don’t feel right,” sensitivity to noise, difficulty remembering or concentrating.

头痛、抽搐、头晕、平衡障碍、意识混乱、恶心呕吐、反应变慢、嗜睡、头部压迫感、情绪化、视物模糊、易怒、畏光、悲伤、失忆、疲劳、头脑发蒙、紧张焦虑、颈痛、“感觉不对”、怕吵、记不住、注意力不集中。

记忆提问

“What venue are we at today?” “Which half is it now?” “Who scored last in this game?” “What team did you play last week / game?” “Did your team win the last game?” Failure to answer any correctly may suggest a concussion.

今日在哪块场地？现在是上半场还是下半场？本场谁刚进球？上周/上场对手是谁？上场比赛你们赢了吗？任一题答错即可能提示脑震荡。

红旗症状 RED FLAGS

Neck pain; deteriorating consciousness; increasing confusion or irritability; severe or increasing headache; repeated vomiting; seizure; weakness or tingling in arms or legs; unusual behavior change; double vision. If no qualified medical professional is available, consider ambulance. Follow DRSABC. Do not move the player (except airway) unless trained. Do not remove a helmet unless trained.

颈痛；意识恶化；混乱或易怒加重；剧烈或加重的头痛；反复呕吐；抽搐；四肢无力或刺痛；异常行为改变；复视。无合格医务人员时考虑叫救护车。遵循危险–反应–气道–呼吸–循环。除非受过训练，勿移动伤员（气道除外）、勿摘头盔。

All match reports must be submitted by the Referee within 24 hours. Make sure the assignor is also aware of any situations you incurred.

Step 1 — score report in Arbiter. Step 1A — score report in Playmetrics (where required). Step 2 — Yellow or Red cards: 7&7 format, list by team and player in Arbiter comments. Step 3 — NCSRA Match Misconduct Report.

补充报告 Supplemental Report

If Step 3 is warranted, also inform the assignor. Reports must be professional, concise, and complete. Include: full team names; location and date; player’s name, jersey number, registration card, and team; action taken (the 7 send-off offences); the incident as facts only — no opinions, no recommendations. Brief but enough for a disciplinary committee. Include reactions by players, coach, spectators. Confirm details with ARs before leaving the field. Separate report per incident. Present material so it is easy to understand.

若需步骤 3，同时通知指派员。报告须专业、简明、完整。须含：双方全称；地点与日期；球员姓名、号码、注册证与所属队；所采取行动（七类罚令出场情形）；事件本身——只写事实，不写意见、不提建议。简短但足以让纪律委员会理解，并记录球员、教练、观众的反应。离场前与 AR 核对细节。每起事件单独成文，表述清晰易懂。
